Before we can make any changes on the computer you have to make sure that your modem has got the dsl or light for internet signals is on if it's not on or flashing then contact your isp...
if its on then first you have to do a power cycle of the modem that means unplug all the cables from the modem leave it for 45 secs and then connect them back if it has a reset pin at the back press the pin for 15 secs and confirm whether your are to connect or not.....

I have a unlocked ZTE Mf190 USB-Modem. When I put the SIM card in it and
connect it to the computer, I am able to connect to 3G Internet via
beetel connection manager. Is it also possible to send and receive SMS.
But when I try to make a voice call on beetel voice call panel, I
receive this error message "Dialing failed! Please try again!" . And
also when I use another phone to call the SIM card line number that I
put in the USB-Modem, I receive busy tone
There are lot of reasons why you cannot connect to the internet, please consider the following:
if you are using cable type of internet connection, make sure that the modem is on, the power is properly plug, and the network cable RJ45 is properly inserted both in modem and PC.
if you are using broadband, make sure that your enough load in it and has adequate signal in your place or else find a place that has plenty of signal.
if you are using wi-fi connection, make sure that you're in a hot spot places that offer free internet connection like hotels, malls, fast food, and schools. But make sure that your computer is wi-fi ready.

Router might not be set up with the modem. Your router broadcast wireless signal when it is powered on, so even if it is not connected to a modem(where you get your internet from)you will have a local connection. That's normal. you may try this and see if this help solve your problem. make sure your computer is directly connected to the router
Step 1: Shutdown the computer. Step 2: reset the router while power on then Unplug the router’s power cable. Step 3: Unplug the Broadband modem’s power cable and wait for 30 seconds. Step 4: Plug in the Broadband modem’s power cable and wait for its lights to appear stable. Step 5: Plug in the router's power cable once the modem’s lights appear stable. Step 6: Power on the computer on and configure the router settings Step 7: test the Internet connection.
