When i pluggled my ps 2 to my television set it started and when I inserted the cd in it then it does not any thing only two options appear on screen browser and system configration and when i clicked on browser it gives me disc read error

This one might be a dirty lens and to do that you can go to the local department store and opay about 10 dollars and get a lens cleaner for video games. i have had steros go out and stop playing discs and i just wipe the lens but i wouldent try this on a ps 2, but yea try the lens cleaner, hope that works

Does this happen with one game or more of them. If the one in question then is not good games, if not more of them in order try to cleanse the laser.
If even then will not load told me
After you open up your PS2 slimline. There is a silver track or bar that the laser moves up and down. I fixed our disc read error problem by lossening up both screws slightly. It took me a couple of adjustments before I completely solved the problem, but now it works like a charm. You can maually test it to see how smooth it runs down the track after your adjustment. check if your cd have scratches, this is one of the causes of disc error and you need to clean your cd rom you can use a cd cleaner just play it this cleans the lense o your cd rom
Your PS2 lens is faulty or it is physically jammed in it's metal rod which stops the lens to move smoothy. you better open the PS2 console and observe it offline for jam. or replace the lens with a new one.
