One simple question, Does your computer exceed the minimum requirements? Game companies usually aren't fair when it comes to their minimum requirements. They lower them beyond what is really needed to sell more copies (greedy pigs). If it does exceed the minimum requirements, well you have further problems that I cannot solve, sorry.
first try to use your video card to another PC which that video card suits the voltage requirement, and monitor requirement, if the result is still the same, try to return it to the store and buy a new one, and if the result is good, maybe it's time to upgrade your Power Supply, and your monitor.
Try uninstalling the driver and all nvidia products, download the latest driver from nvidia's website.
If that doesnt work, then your motherboard is the problem. Older AGP motherboards tend to have problems witht eh geforce 6200/6600 series cards, I recommend updating those drivers and seeing what the deal is.
