Okay, so there is a jam. Take out the bobbin case and the hook. Remove the bobbin from the bobbin case if you haven't already.
Try and turn balance wheel now. if it is still stuck than you have a pretty big problem. Chances are the timing has been thrown so far that something is bumping something else and keeping it from revolving. Repair probably required.
If you're really lucky and the balance wheel does turn do this:
Clean bobbin case and hook gently with a tooth bush or some such. Make sure the bobbin doesn't have a bit of needle jammed in it. Examine the bobbin case and hook, looking for any damage. There has to be something preventing the normal revolutions of the machine from happening.

first try pulling all the threads out and rethreading. look for anything jamming the guides. try threading the top of the machine then cutting at the cotton real and pulling the thread out towards the needle, in the direction the thread should run. A good clean would not hurt.
Is it looping on the bottom of the fabric? If so it it probably a top tension issue, try this this quick test.
With the pressure foot up, you should be able to pull the thread easily right
before the eye of the needle and when you put the foot down you
should then feel a fair bit of tension on the top thread.
If you do not get tension with the foot down, check this:
-set the top tension dial to 5
-raise the pressure before threading the machine
-"floss" the thread by holding the thread as it comes off the spool
with your right hand and holding the thread right before the needle.
Make sure to do that with the pressure foot up. What happens is
sometimes the thread doesn't go into the tension discs all the way due
to lint or something else.
