Re: TV is flickering
That unit is a ctc203 chassis and if it's never been in the shop before it's probably ring cracks in the HV or power supply circuit. Not an expensive fix at the shop and those chassis tend to be a bit of a bear dismantle (lots of smd). You might consider taking it in for a pro to look at it..
If not the chassis removes as a tray assembly and then dismantles from there. Good magnification, light, dmm and solder gun and you got it whipped..

Try wiggling it the video cable. I have a TV with a messed up video plug-in from pulling cords off it, and when we wiggle it then the screen will flicker the image and we keep wiggling it till the picture stays on the TV screen.
If your DVD player is separate from your tv, you might have a loose cable plug or connection.
Depending on the type of flicker you have, a vertical circuit loose connection would cause this. If you could connect it to a cable or antenna it might tell you where the problem is located. A faulty circuit in the DVD might cause this too.
It seems you might have cold solder connections on the picture tube socket or on the picture tube drive board. If your not a tech please call someone to assist you with repair as you can be seriously hurt by the HI voltage insiode this set an or cauae more problems with the set. Good Luck
