I have exactly the same problem. When i turn the monitor on, the power LED going on and off and nothing happends on display. The power supply board is OK. The problem appears only wenn the control board is attached to power supply board dose'nt matter the LCD is connected to the control board or not.

I've already replaced all capacitors on the control board without success. Have anybody any idea? Please help...

Hi Patty
If your LCD TV or monitor has stopped working, or is displaying one of the following symptoms, then it's a candidate for some new capacitors
- Flickering screen
- Screen image disappears after several seconds
- Dim screen
- Slow start
- Power LED on, but no picture
- Unusual colors and/or lines
The primary cause of LCD TV and monitor failure is caused by faulty capacitors. You can examine the capacitors in your LCD TV or monitor and actually see if they are bad.
If they appear bulged on top, then they need to be replaced.
New capacitors will solve a host of problems in LCD monitors and TV's and will extend the life of your monitor or TV by several years.
Check the cables, connectors and connections.
If your TV, flatscreen, or monitor is more than 5 years old it is more like to have suffered a component failure.
Take it to a repair shop.

I have a Dell 193fp monitor. It's 5 years old and is used infrequently. Today the Power button started to flash amber repepatedly while making a slight clicking noise. After turning it on and off,...

This sounds like the power capacitors are failing, which is not uncommon for a monitor of this age. You can take it to a TV repairman and get the offending capacitors replaced, however, the cost of replacement may outweigh the cost of a second hand monitor

The screen seems to be slowly turning white.

More than likely a manufacture defect. If it is not that old; I suggest contacting the manufacturer to get it replaced. Most LCD"s have 1 year warranty, and it's certainly, not weird to see 3 years.

Monitor won't turn on.

Does the cord plug directly from the wall into the monitor, or is there a power "brick" adapter between?

If there's a "brick" listen to see if the hissing is coming from the monitor itself or the brick. If the hissing is coming from the brick you may just need a new power adapter.

If there's no brick or the hissing is coming from the monitor, the monitor probably needs repair. With the price of LCD monitors these days compared to the price of labor, you're probably better off getting a new LCD monitor. Just make sure you take your old one to a proper E-Waste facility so it doesn't pollute the environment.
