Any ideas would be greatly appreciated.

    Hi,

I would need some more explanation on this kind of issue.

It seems u have performed most of the steps to isolate the cause of the issue.

    are you getting BIOS ???

if not...I guess there has to be something with the motherbaord.. then u need to check the follwoing recall program from HP. if ur laptop is in that then u can get the discount in repair otherwise u need to really concern the local tech to replace the MB.

Please check with it.. also can u please provide the product code of ur noetbookso tht i can search the MB..

Wont turn on just flashes.wont turn off just flashes...Is there a reset button??All of a sudden it just stopped and started flashing no warning.

First try to turn off PC by holding power button for more than 5 seconds. Make sure first that your PC is clean inside and CPU is properly connected to motherboard (before you touch inside your PC touch some metal to discharge electrostatic). If it needs cleaning use canned air and paintbrush. Check how memory is connected. Check the Power Supply voltage, if it's ok, first turn PC off, then you can check power button by disconnecting ATX 20 or 24 pin power connector from motherboard and connect paperclip edges to any green to black wires it has to power on your PC. If it's still flashes it's more likely PSU or motherboard issue.

My screen stays black when you turn it on. model HSTNN-C17C which is located under the battery. Presario V5000

This isn't a desktop PC by the way. Do any of the lights come on? If not, try to run the laptop from the AC power. If the lights come on but no display, then your backlight or inverter on the LCD panel for your V5000 might be bad.
