If I understand your concern right, whenever you connect the battery, the quad's starter motor will run even when the ignition is OFF.
The only possibility I could think of is that the starter relay's contact are fused together. Normally, the relay's contact should only connect when the ignition is on, the starter button is pressed and I believe in some versions/models, one of the hand brake levers is pulled in.
Since these products come in two (2) versions two stroke and four stroke and manufactured by quite a number of firms, there is no standard repair procedure.
If the big red or + wire from the battery goes to the starter motor directly, then the possible fused contacts are inside the motor assembly itself but distinct from the motor;
If the big red or + wire from the battery goes to a squarish small box, which is a power/starter relay, then the possible
fused contacts are inside that small box. That box would have two big wires, one from the + of the battery as earlier stated and another going to the starter motor. Additionally, it would have 1 or 2 smaller wires. One would go to the starter button switch and the other to the ground. It is also possible that it is connected to the ground if it has got a metal body and therefore would only have 1 small wire.
If you have verified that it is the latter (using a relay), then you need to replace that relay.
In some instances, it could be the starter switched that has fused together its contacts though this rarely happens.
If your concern has not been corrected after completion of the above procedures, try to pls post back with pictures of where the + big battery wire goes to.

Yes it is. It is not uncommon for the contacts inside the starter/relay box to be fused together (assuming your quad is using one).

- There is a limit to the file size of the picture/photo that the 2nd icon "Insert Image" will allow. It's got to be 150kb or less. You need a photo editor software to compress the photo image from your digicam. This is better explained
here.

Since you have replaced the relay and the problem persist, pls try removing the two smaller wire connector. If the starter motor will stop engaging then the problem is a bridge or a short in the "push to start" switch or a short along the start B+ wire to a live B+. The two smaller wires provide the: a) ground connection and the b) start B+. Normally the ground wire is already grounded and the start B+ goes to the "Engine Start" or "Push to Start" switch. This switch in turn will only have a +12 on the other end if and only when the IGN switch is turned on. Therefore we can suspect that the start B+ line is shorted to the always on B+ somewhere.
There are cases where the reverse wiring arrangement is used, i.e. the ground is the one being switched on to the chassis.
The "immobilizer" is a "Kill Engine" switch and switches the ignition OFF. This is a separate from the start wiring. It normally grounds a wire from the CDI to deactivate it.
Perhaps the simplified wiring diagram below would be of some use to you.
