I dont know, I am trying to find out the same thing, My brother blocked it because I kept stealing money and buying clothes and stuff but I overcame that and really want it back, my laptop make is a Samsung and I dont know if my protection is Adobe or whatever.
i have never seen that, but have you tried hidemyass.com, it is an online proxy, i know you dont want to use a proxy, but it does not require any config on your PC, just go to the website and then browse from within the website!!
Log into K9 as administrator with proper user name and password and enter the wanted websites or domains in the "exempt web sites" field. Make sure you do not enter them in the "BLOCKING" sites field as well.
solutions
A) figure out the password to unblock websites
b) ask your mom to unblock the site, if its not bad why would she have to block it
c) use a proxy server such as http://cantblock.me/ to go around it. if she has proxy servers blocked, then your kinda screwed.

in k9 you have an option like 1)ask me before blocking 2) automaticlly block choose the first on so the it will ask you whether to block or to allow it... Better you bitdefender its the best...
This and just about any program can be uninstalled from the Control Panel. Do you have the password for k9 program? If so you could just disable it whenever you are using the computer. The K9 protection/security levels determine what sites are blocked or content is blocked.
