It seem's you have entered wrong Blackberry bold 9930 unlock code few times in your phone. There only one chance to remove your hardlock state. You can do that at blackberry retailer shop or mobile repair shop and requested cable unlock. They will do it for you and it will takes you a charge up to $50 (usually 5-10 percent of your phone price). My advice is: Buy a new one.I tried to fix my old detector, and it was OK for few days.Then I found out that it does not work again when police puled me over for speeding.I payed for another detector to police.
