I dont see how it would require any activation code... It sounds like some settings are messed up. Back everything up and do a full reset.
Use a program like PIM Backup (http://www.pocketpcfreewares.com/en/index.php?soft=1806) Save
the backup to your memory card, or back it up and copy it to your
computer, the do the Factory Reset. You can then reinstall PIM Backup
after the reset and use it to restore most of the stuff on your phone
(contacts, call logs, text messages, etc.)
Factory Reset instructions:
•Hold down both soft keys (both above the send and end key's) and use
the stylus to push the reset button in between the volume key and micro
sd slot. Then the screen will turn on and tell you something to the
extent of press "Send" to perform a factory reset. Hit send, and your
good to go.

This problem has no specific solution, but the only and the final solution is "Flashing". For nokia, Ufs and Jaf boxes are the best flashing software. If these two can't flash your handsets, then there must be internal problem like cpu or power supply ic. If this is the case, repairing or getting repaired would be tough.
If all your 20 sets aren't working and displaying the same problem and asking for the same key, you better take another look at the flashing software. There must be error and something must be wrong with it. I wonder how 20 pcs got the same problem, you must look into the matter very carefully, otherwise, you'd damage more sets. You also need to replace your data cable for the particular model.

Consent.exe is part of Windows Vista - it's the User Access Control (UAC) executable.

If you find a consent.exe anywhere else in the search results, I'd delete that file. Run a thorough anti-virus scan of the harddrive. I'd also download spybot and run it as well as downloading Ad-Aware from Lavasoft and using it to scan as well.
Spybot and Ad-Aware can find different spyware/malware, which is why I recommend running both products.
Once you've done all that, reboot the system. That should fix the problem.
