I have a 42" Samsung HCN4226WX/XAC and it has green colour all arould in bright lights and the titles what do i do

A Ballast is a circuit that provides voltage to Lamp. Ballasts are only used with TV's with a Lamp. According to your model number this unit does not use a lamp. That model number uses 3 rear-projected CRTs. The most common units with a ballast would be a DLP HDTV.
The Model number you specified HCN4226W is a unit made in 2003. However you stated in your subject line that this was a Samsung unit from 2006. Please verify your model number.
