I had a similar problem with mine. It looked to me like the vanes were fluttering and causing arcing. I found an old piece of comb and slid the tines between the vanes to stabilize them. You might have to try it several times to get the position just right. So far its worked for me.
So it was obvious- one plate was touching another -Repair kit and replace, forget it, too much trouble - replace unit @ $170.00 a possility - sliding a piece of comb between the plates - priceless! Works great - hasnt worked in a long time. I need to go back and make sure the plastic comb doesnt melt! GREAT SOLUTION! THANKS!

I have a two cell unit and one cell was arcing continuously. I ran it through the dishwasher (per instructions), cleaned the wires, straightened the fins, dusted the spring connectors on the right side of the housing. Nothing helped. Then, I realized that this cell (the one nearest the front door) was slightly cocked - not sitting straight in the guide rails. I fiddled with it a bit and finally got the left side to move back about 3/8ths of an inch. I fired it up and the constant arcing stopped. The unit has run fine for the past week. Now, I only get the arcing sound if I press the test button or when a large piece of dust is zapped. I'm sorry I can't be more specific than to say "fiddled" but that's what I did. If nothing else works, and you fiddle and get the left side of the front cell to move back somewhat, I hope it also solves your problem.
Arcing (snapping) seems too frequent
1. If the electronic cell(s) are wet from washing, turn the air cleaner off for two to
three hours.
2. Check the cell(s) for broken ionizer wires or bent plates. Repair if necessary.
3. Wash cell(s) and prefilter(s) if dirty.
