Convergence IC's replaced, still won't converge

Okay, so I had the normal problem where my convergence was off and I couldn't adjust all of the lines but I could save what I had done. So I replaced the IC's. However this hasn't fixed my problem. I still can't move the lifes sideways when in red but can move the up and down lines. What in the world is going on? Is it possible to have another bad IC even though it was brand new? And is there a way to tell which one on the board is controlling the red lines? Could it be something other than the IC's?
