I have an acer aspire one with Starter Windows 7. While typing my curser jumps around. It jumps back a few words almost as if it can't keep up with my typing. But even when I type slowly, it still jumps.

Sounds like your mousepad is ghosting. This means it thinks you're tapping the mousepad as you type, which will make it type exactly where you nlast moved the curser to. First, try cleaning the pad thoroughly with a damp tissue, and dry it well... if that doesn't solve it, you could try adjusting the mousepad sensitivity controls on the control panel. Hope that helps.
Most of the time disabling the tapping for the touchpad solves the problem. Go to settings and disable the tapping for the touchpad, not the touchpad itself, just the tapping.
You may have a virus in the system, update your anti-virus definitions and run a deep or full scan, if that fails restore the computer to an earlier time due to a possible bad device driver. If still no luck I recommend a full system recovery of windows to factory default.
seems to me an incompatible keyboard driver...
the best operating system till now (after linux) is windows XP
dont mess with vista or win 7 you will get many problems.

Most probably because your 'Touch Pad Mouse' is touched by your palm (hand or something) while you are typing. Avoid contact with the mouse touch pad while typing.
Option 2:
If you have a centre moveable mouse on your laptop, start using it and disable the 'Touch pad mouse'
