If I were you I would download the update on your PC or laptop and place the file on a USB memory stick. Create a directory on the memory stick call PS3 and then inside that directory create a new directory called UPDATE. Place the PS3UPDAT.PUP file in that new directory called UPDATE. Now go back to your PS3 and go to settings, scroll all the way up the top and select system update. The next screen asks you to either update via internet or removal storage. Select removable storage and the PS3 will then update off of your memory stick.
Not if Wifi connection is turned off. You may need to get a new connection and be able to keep the old one for no price. I dont know how to create a new wireless "wifi" allowed net, so you may need to ask around for help.
