Bissell 2X machines are famous for this. The brushes not turning is probably just a broken belt but the not spraying is a bad solenoid. I've never seen a 2X that didn't fail after about 6- 8 uses

if the motor shaft that rotates the belt to turn the brush does`nt turn you have motor problem`s if it does you need to free up what ever is keeping the brush froom turning freely

keep in mind they only turn when the handle is down. if that is not the problem, it is usually the belt.
