If its a tank type heater it may be your dip tube that run from the cold inlet towards the bottom inside the tank.

I have a power star ae115 electric tankless water heater. It has performed flawlessly for approximately 5 years. A couple weeks ago it stopped producing HOT water but is still heating to Luke warm. The "...

5 years is about the lifespan for tankless.
You might have shorted element. That would explain cooler water and tripping reset.
Test element: power is off, disconnect wires from element; ohms = voltage squared divided by watt rating of element

I just replaced the circuit board, and the water gets warm, but not hot.

Problem might be crossover from failed single-handle faucet cartridge:

Bosch aquastar Aq125-hx does not produce hot water. Pilot is ok. Gas and Flame heat is ok. water pressure is ok. Just no hot water getting to the faucets. Help.

That particular tankless water heater has hydro-generated ignition. In order for it to function, it requires a certain water pressure and velocity. You can try turning on the hot water in two location in your house to see if that gets it started. If it does, try getting a higher flow shower head, or removing the limiters in your faucets.

Electric hot water heater gives lukewarm water

replace upper thermostat and hi limit switch. These are usualy made in one piece. On a two element heater, only one element comes on at a time

Tankless on demand water heater.

Tankless water heaters normally take a little longer than a regular heater to provide hot water because they have to start and get warmed up. I'm guessing the heater uses a pilot light and that the short amount of hot water when you turn on the tap is hot because when the water is sitting still in the heater the heat from the pilot light is enough to get it hot. The tub faucet will get hot a lot faster than the shower because it lets a lot more water through and empties out the pipes faster than the shower. You could probably speed things up by letting the tub faucet run on completely hot for like 10-15 seconds and then turning on the shower.
