The code is throttle position sensor error, could be bad or just need reset. The other problem sounds like a bad ground,if you have a piece of wire close to the terminal wire size put it on the ground side and jump it to the block,or any metal surface while someone tries to start it,if that doesn't get it try smacking the starter with a screw driver nothing bigger than a ratchet to prevent damage also while someone else rolls it over, also instead of rolling it over all the way try just quick burst with the key let engine turn maybe once or twice and do this as quick as possible maybe five or ten times
It sounds like the processor needs resetting every time, sometime they have a reset through a small hole, look and see if there is one a manufacturers hard reset.
I tried everything (cleaned multiple times, unplugged for 10 minutes) and then my husband asked.... is the time set for the delay brew? The answer....no! The power went out recently and we reset the clock but not the delay brew time (we don't use it much lately). Once I set the delay time the unit now works for delay brew!
follow this steps and fix it. God bless you However after you did this steps go and buy it in www.repairclinic.com
Controller is confusedA
power surge or random non-reproducible action of the universe may have
resulted in the controller's program ending up in an infinite loop. Pull
the plug for a minute or two to reset it.
Defective Interlock switchesThis can result in the controller thinking the door is open and ignoring you.

solutions (spray cleaner) may have gotten inside and shorted out the
touchpad or controller. If this happens remove the touchpad, let it air
dry for a few days, and then attach it back on the microwave.
Unplug the coffeemaker for 20 minutes or longer - not a second less - in order to fully reset it. Then, when you plug it back in, turn the function dial to Clock again. Press and hold the HR button for a few seconds, and then set the hours. It should work now unless it got zapped, as you said.
This one has two AUTO dial settings - AUTO-ON and AUTO-OFF. AUTO-OFF merely keeps the hot plate warm for a fixed period of time. AUTO-ON is the one that allows your coffeemaker to go off at the pre-programmed time in the morning.
If it is set to AUTO-ON, but is not brewing at the set time, unplug the machine for longer than 20 minutes. Then plug it back in, reset the clock, reset the prog time for a time that is just a few minutes into the future, and then test the auto-on feature.
If it stil ldoes not brew, just turn the machine to brew and press on. If it brews a pot, then your problem is electrical. If it doesn't brew a pot on the regular brew setting, then you either have: A) Calcium buildup/clog, or B) a hose leak (or worse).
To rule out the calcium buildup possibility, let half a caraffe worth of vinegar sit in the water reservoir for about an hour. After the hour, turn it to brew and press on, and brew the vinegar just as if it were coffee. If the vinegar goes through, your problem is solved.
Otherwise, call Cuisinart and find out if you are still in-warranty. Thep roduct has a 3-year warranty.
1. Try to gently clean pickup lens with q tip and 70% or lower alcohol or vodka. Don't push down. If didn't help: 2. Compressed air (gently) around pickup lens. DON'T do a short bursts. Just press, hold and move around the lens.
