Try this, start up in Safe Mode press F8. Choose Safe Mode, when at the choice window, to select either Safe Mode Desktop, OR System Restore, chooses system restore and choose a time before you had the "Problem" and follow instructions. This should get you back.

How do i set my timer for my screensaver-when my laptop is idle?

The option is under Screen saver options or there is an idle time shut off selection under Power Saver options as well. When you select your screen saver there is are specific options to customize how it shows and how long before it activates. Some screen savers have more options than others.

How do I set the time that my screensaver runs and then my wallpaper somes back on?

It depends on your version of windows but in general goto Control Panel, Appearance and Personalisation (also called display in XP) and look for the screensaver tab or link. This will display the settings you require.
Sometimes you can right click on your desktop and goto properties or personalisation to get to the same menu.

Hope this helps,

My monitor keeps going black.. so I shut off the switch on the monitor; then turn it back on; then its ok.. but after sometimes just a few seconds it does it again... goes black again.. sometimes its...

Under display settings, it's best to use default theme like vista or xp theme. You can also go to screensaver, then power options and set how long it takes for monitor to shut off. I also recommend updating the video card drivers.

My monitor shuts down after one second.

Dell monitors automatically go into power-save mode after a preset amount of time when the computer is inactive. The Dell monitor will go completely black, instead of showing a screensaver. This doesn't mean that your Dell computermag-glass_10x10.gif has shut down. Instead, this allows your monitor to essentially turn off until it's needed again. You can change how long it is before the Dell monitor goes into power-save mode by changing your display settings.
  1. Step 1 Press any key on your keyboard or move your mouse. Either will turn off power-save mode. Alternately, you can press the power button on your Dell computer tower or laptop.
  2. Step 2 Press any key a second time if the monitor goes from power-save to stand-by mode. Stand-by mode allows the screensaver to appear.
  3. Step 3 Enter your user name and password into the login prompt if your computer requires a login. Press "Enter" to begin using your Dell computer.
  4. Step 4 Change the display settings on your Dell monitor to prevent your monitor from going into power-save mode prematurely. Right-click anywhere on your desktop and choose "Properties." Click the "Screensaver" tab and press "Power." Beside "Turn off Monitor," choose a time amount from the drop-down list and press "Apply."

1.Right click on desktop
2.Select properties.
3.Select "ScreenSaver".
4.Select "Power" under Monitor power option.
5.There select "never" from Turn off monitor (drop down menu).

Now your monitor will not turn off automatically.

Dell inspiron 700m - turned off and i needed to restart it

It sounds more like the machine is overheating slightly. I would take it to a repair shop and ask them to check it out.

Monitor picture turns on its side when it goes to screensaver

Sounds like your screensaver is using a picture of your desktop in it's code intentionally.

Right click on a blank area of your desktop --> select properties

--> click screensaver --> change it to "none" or another screensaver
