Fuji Finepix 4800 Zoom- When powering on ...

When powering on the lens should "pop-out". Then you can manually zoom-in or out. This one does not move.. it appears to be Frozen it the "closed" position. When you power down... you hear a "Slipping of gears" sound then the lens protector shuts closed.
Is this even worth saving? If so what should I do and what options exist here?
Advise.. please
