The most likely problem is the laser pick-up, it needs to be replaced. There are also a couple of other things that can cause this, but all of them are things that only a service technician can figure out. Things like the spindle motor, the DSP IC, or a defective voltage regulator. None of which are easy to diagnose without the proper test equipment, service manual with schematics and knowledge of how to troubleshoot electronics. I work at an authorized Kenwood service center and have over 18 years of experience repairing them myself, so I am not just guessing at this.
When the laser pick-up goes bad, it cannot read the disc. The very first part of the disc that it tries to read is the TOC, which stands for the "Table of Contents". If the player can not read that area of the disc, it cannot play any of the disc. That is where all the information about the disc is located. You can ask any technician who repairs CD players and they can verify what I have posted. Call a service center and ask to speak with a technician for a moment.
Most repair centers charge about $125 to $150 for this repair, depending on the labor rates of the shop and the mark-up of the part. The laser pick-up is the most expensive part of the whole radio normally.

Every one of those Kenwoods that I have fixed with that error needed the laser pick up replaced. so there is no easy fix for it.
If you have tried several disc's and they all have a TOC err, and you know the disc's are in decent condition, then you will need the pick up replaced.
First try cleaning the disc you are using. I use windex and a soft cloth like a bath towel, it works great at getting fingerprints and other stuff off the disc without scratching the disc. A bad fingerprint or a bad scratch right at the innermost part of the disc (where the TOC is located) will cause any CD player to not read the TOC, producing a TOC ERROR. you never know, you might get lucky.
toc error means "table of contents" error... means the player is unable to read the disc at all. May have a dirty focal lense to laser. clean gently with some windex on a cotton wool bud. It may be a faulty spindle motor that spins the disc. the bearings get worn or uneven and do not allow for disc reading to be successful. a check for this is a drop of oil to the bearing. It may then start to read discs, but will still require the motor to be replaced. . Check for the above... but if there is more required, take it to a Kenwood 'Agent... it may need a laser change
TOC is table of contents. Typically if its on a recorded cd try burning a cd from antoher computer and try it, if it works its most likely that your burner or software or ccd's your using are bad. Also is it a MP3 disc your trying to play? If so then you MUST burn it as a MP3 cd. You cant just burn MP3's to a CD and it read them. If this is the case thats why you are getting the TOC error because its not writing to the CD whats on the CD on the TOC area of the disc.
