It is quite possible that there is another piece of software that is clashing with your Plustek OpticFilm scanner. It is hard to tell which software is having a clash. If you remove that software from your system you will obtain the desired results.
I suspect the SP3 of Windows XP may be responsible for this because Microsoft has indicated that Windows XP SP3 is not for everyone. If you install Windows XP SP2 uninstalling XP SP3 your problem can definitely be rectified.
SCSI to USB converters are available, but I doubt they will be of much help for you, you'd still need a special driver for your scanner. Windows 7 Professional, Enterprise, and Ultimate support "XP Mode", essentially a Windows XP environment running in a virtual machine. I'd try to get the SCSI interface card and scanner to run inside the VM as a workaround.
If the driver does not work in XP SP3 and Vista, this may be due to full system access being required by the driver and/or its ancillary userspace software.
You can either try running it as Administrator, configure for XP or 2000 compatibility, or if nothing else works, you may be forced to install VMware or Microsoft VirtualPC and virtualize an ad hoc installation of Windows XP SP2 with updates inhibited, in order to be able to run the scanner. In enterprise environments whole PCs are often set aside to run outdated operative systems in a controlled environment; you may do the same thing with only one PC and VMware.
Scanners made for DOS based systems seldom work with HTFS systems. There were some fixes attempted but generally a no go situations. You could try the following Start/Programs/.Accessories/ programs Compatibility Wizard and set the computer to run as Win 98 with this particular software.
