Did you here any beep sound when on the system. If beep sound is came means check your ram.

Check weather any driver is connected & (cd or dvd) is in the system. Remove that. Now restart it.

Usually if there are problems you hear a number of beeps.
remove power cable , remove battery.insert power cable and try to boot if ok put the battery back in see what happens.chances are itll start to recharge if not you know its your battery faulty

first off find location of rtc and remove battery for a few minutes then replace.

if its a bios problem this will resolve that.

check hard drive.remove and replace make sure housed properly;(when u start up if you listen carefully u can hear your hard drive doing something,if you can hear repetitive clicking your hard drive is damaaged, there should be a kight to indicate that the hard drive is accessed also,if no lights no sound then its a motherboard component problem.

check memory cards, remove /replace.if theres no memory present,or damaged you will get a blank screen(nothing,as if you havent even turned pc on)

if the pc has been dropped check graphics card .if the graphics card is missing dislodged or damaged you will also get nothing on screen.if this is a second hand pc youve purchased check if speakers are connected(possible reason for no beeps)

oh forgot...rtc is on motherboard ,you dont need to remove it just remove battery next to it (looks like a large watch battery, silver)

make sure a os disk in drive.if you cant hear any response from cd,hard drive or fan you have power failure on motherboard.

I have an intermittent power-on issue with my Dell E4200. Sometimes it is very hard to turn on - pressing the power button makes the button light up, the fan runs for a few seconds, then the caps lock icon...

Try performing a hard reset on the laptop. Remove the battery and all peripherals connected to the laptop (including the AC adapter). Once everything is removed/disconnected, press and hold the power button for around 15 seconds. This will drain all remaining charge in the motherboards capacitors which usually causes this kind of issue.

Hope this help. Goodluck!

When the power button is pressed the light flashes for a few seconds and the system stops and not working. but the charge light in the side is glowing and not in the front side

Light flashes cause battery is critical low.
Try to unplug and then plug in cord again, until front lamp lites on.
If you continue to have this problem, post and I will explain how I solved mine.
Well I had problem that sometimes after plug in or out, battery goes from 100% to 3%, I thought it was battery or adapter, but it was software. I did ask HP about it, they said they had customers with such problem.
You might have same problem.

Green led mains light comes on, battery amber light rapid flash

This sounds sucky, but you may have a power-supply issue. Especially if you have had to repeatedly press the power-button. If the laptop is new, call Toshiba and see if it's under warranty. If not, find a local computer tech to test your power-supply. This problem is less common nowadays, but still an issue for some!

Hope this helps!
