In fact for a full month when I first boot the computer, the fans runs,
no extra beeps, the light blinked correctly but no bios at the screeen. I
remarked also that the fans run full speed doing a lot of noise. Then I
stopped the computer and wait 2 minutes and then it always works
correclty at the second boot with the bios screen appearing. Also, the
fan calm down after 1 second with less noise. So when I start the
computer and hear that the fan calm down with less noise after 1 second,
I know that the computer will boot correctly. That happens always at
the second try after waiting 2 minutes. But since yesterday, the fans
never calm down and the noise still remains high with no Bios at the
screen. I'm suspecting the Power Supply...
2. Try booting the computer to Windows in safe mode by pressing the F8 key at startup.
3. If the issue persists, please check if the hard drive is listed with its volume (size) eg: 500GB in the BIOS main menu. Press F2 key at startup to enter BIOS.

5. If issue persists, please use the recovery discs or contact the sony service team to get the computer repaired.
The issue may be related to the operating system files. Getting the recovery partition re-imaged will be the best possible resolution.
most commonly this is called a bios loop, this is due to the fact of a currupted bios command or a damaged cpu. to eliminate bios you must disconnect battery and cmos battery usually located where memory is, cmos battery is a small cable attached to a metal disk. unattach hard drive and restart computer. after restart shut down computer and reattach battery. again start computer without hard drive. if bios screen does not appear and same sceneario occurs then your CPU is fried. If bios screen does appear and you reinstall hard drive and get same boot error then your boot sector of hard drive is gone.
Due to black screen at boot and boot loop I would say ypur cpu is gone.
Real easy. Start computer and press F1 or what ever you do to get into the BIOS. When the BIOS screen appears find boot options. Enter it and select cd or DVD sequence to boot first. Before you leave the BIOS make sure you save the BIOS. When the computer starts up and this time it will passes the BIOS setup, a prompt on the screen will display a message press any key to boot from cd or DVD. Of course when that message appears you want to hit at least one key on the keyboard. Next, it should say loading windows and a blue screen will appear. When things stop it will prompt you to press enter to install xp and then F8 to promise your doing things right. Now comes where it says do you want a new partition and next, shows the memory available. Here's where you to delete if there's a partition already there or create one. I think you press c to create and press enter. Next it will ask if you want to install a fresh copy xp. enter yes. From here on out, you shouldn't have to do anything for at least 45min. It will turn it self off and on and eventually start having you answer question to set-up xp account.
It sounds like the hard drive is dying. I had a computer do the same thing and it turned out to be the hard drive. You should still be able to access the bios though. Try hittind either delete or F1 as soon as your toshiba screen appears.
check the the bios battery, it should be 3volt not less,and press dell to in the bios page setup set and set everything you need to do.and don't forget to save it,. good luck
