I have a BusLink uii-80 external harddrive with a USB2.0 connection. My PC no longer recognizes the drive, and does not give me a drive letter. If I boot my PC and plug it in, then I hear a *ding* like it is recognized but I don't see a drive letter. USB Mass Device driver is loaded.

Your better, less expensive option would be to download something like CCleaner and use that, followed by defragmenting your harddrive. Or if you really want to speed things up, get a solid state harddrive and reinstall the OS, making sure to only install the programs that you need.
The speed of you PC depends on the clock speed of the processor and supported by the Random access Memory - internal memory - that supports the processor which is the CPU- central processing unit.
So unless this is improved it wont make a difference. However keep you PC with low load of programs and clear of any virus and unnecessary files that might bring the speed lower
