It could even be a bad motor if its an old kenmore system. If its more than 10 years old it maybe worth getting a whole new tank over just a motor.

There should be a switch on the canister, for manual or automatic. Switch it to manual and see if it comes on. If it does, then there maybe a bad relay. If it doesn't, then there is a problem inside of it, motor, pc board, would have to be checked. Without the model number, not sure what components are inside without the model number to look it up.

Broken fan maybe. If the fan is has come loose from the motor shaft, it will rattle and there will be little or no suction. A trip to the local vacuum guy may be in order.

Canister turns on but no suction in house

sounds like there could be a clog in the lines, Check the pipes running through your attic/basement, and see if there's something blocking the piping.

If you can't seem to find the problem, I'd suggest looking into having someone who services central vacuums come and take a look. They'd have the proper tools and knowledge to help you in person

Toilet paper shouldn't clog a central vacuum system. There was probably already something in there that caught the toilet paper and made it worse. Here is a good resource that might help:

the problem could be with the power head itself or the hose providing the power. If you can turn the unit on from the handle, then its not the hose and you need to get a new power head..

No suction

If the motor is running and is not full of dirt, and the hose is not plugged, the canister must be cracked or open somehow.
