My check engine light came on. When I went to diagnose I could not connect through obd2 plug. So I checked my fuse panel #29 because my cigar lighter doesn't work either, but the 20amp fuse was fine. What should I do?

check the cigar lighter fuse it is probably blown, that is where the 12v supply comes from, then check why it blew, chances are its a faulty adapter being used in it, cell phone, radar detector, etc, or there could be debris in it a coin, foil gum wrapper, if nothing found replace the cigar lighter
It is most often the same fuse as the cigar lighter or power points. Use a 12 volt test light and check the terminal listed in the diagram below for power.
It sounds like you have several different things going on.
For the interrior lights, are you sure that you don't have the interrior light switch on the map lamp assembly turned to the OFF position?
For the cigarette lighter I would unplug whatever it is that has been plugged into the cigarette lighter recently and check the 20 Amp fuse in the Central Junction Box located under the left side of the dash. It is marked "CIGAR"
For the check engine light, you will just have to scan your Powertrain Control Module for fault codes to find out the nature of the problem. Then you must diagnose the system that is failing before any repairs can be made.

See attached diagram of fuse locations...It is located in fuse box #2...The BOTTOM row of fuses counting from left to right are: 32, 33, 34, and 35....The fuse that controls the cigar lighter/computer is fuse # 29 (20A) and is in the row ABOVE the bottom row...These fuses count from left to right: 26, 27, 28, 29 (This is the bad one) 30, and 31....Guru...............Saailer
Have this checked with another scan tool. Link error is produced when the PCM fails to respond to the scan tool. More times than not this is the PCM failing.
The power point in the dash on the 2000 MY truck is engine compartment fuse panel, fuse #1, 20 A You might be talking about the rear power point which is engine compartment fuse # 12, 20A Passenger compartment fuse panel, fuse # 3 is for the cigar lighter & ODB-II port. If you are talking about the power point, it is the engine compartment fuse panel ( could be both the power point and the cigar lighter were both out )

Also handy to have the PDF to search on keywords ( Ford calls the DC power ports, power points if you are searching ).
Check all the fuses with a 12 volt test light. Also does the cigar lighter work many times the same fuse that is for the cigar lighter also powers up the obd 2 connector.
