Did you try uninstalling your Skype? Maybe your Skype version is an old one (recently they launched the new version). Also, if you Skype tried to update automatically and was interrupted it can cause issues. My suggestion is to uninstall your Skype using Revo Uninstaller, then go to official Skype website and download the latest version which you will install. They try if it works. Other thing that might be causing the problem is your camera. Please, go to your Skype now, choose tools>options>video settings and see if Skype recognizes your cam (it will appear in drop down window). If your cam is not listed let me know to find you a solution, but first try uninstalling Skype. I would also like you to tell me the error message you get.
I dont know what version of windows you are using but here is the link to download the drivers you need to make the webcam work. Either click on the link or copy the link in to your web browser.
Now I will tell you a very easy way to install this driver. First unplug your webcam. Then go to the link and down load the correct drivers that work with the version of Microsoft Windows you have on your computer. Once the download completes, double click on the file you downloaded to install the driver. The software may prompt you at some point to plug in the web cam if it doesnt once the download is installed then plug in the web cam. Another window will pop up saying a device or drivers are being installed on your computer. It may prompt you some more it might not. Once the pop window goes away if it doesnt prompt you to do anything then I would reboot (restart) your computer and your web cam should be fully functional then.
I hope this helps you out if it does give me a yes that it was helpful to you. Thanks!

unstall all the driver and sofware of the webcam that you install in your computer and then look for at the buttom of your computer and you can see there a sticker with broadcom or intel and then look to google for some webcam driver that fits on your computer to run the webcam properly.
have you tried to download vista drivers from their web site or any location that has drivers to download free if you have installed drivers unstall them and re-install put camera on the second usb port of pc when asks for camera.
if all fails you need a web cam that is vista compatable.
