HI, My laptop Dell Latitude D600 was working fine until last night when I tried to power up. When I press the power button, the Caps Lock, Num Lock and Scroll Lock LEDS light up green and flicker for a few seconds and theres a clicking sound. Then there's no response. I managed to turn it on after trying about 20 times, but now it wont. I also tried holding the F7 and F8 keys but still nothing... If you guys can help me that would be awesome. Thank you.

press that down and hold
press the num lock (toggle)
press the scroll lk (toggle)
press white cap lock only
See if any of these change the lighted lock indicator.

If the Num lock is lit constant, and the Caps Lock and Scroll Lock keys are flashing, the system is reporting a memory error. Power off the system, remove the battery, and follow the user manual from support.dell.com to reseat the memory module(s). If the error persists, you may need to replace the memory and/or the system board of the portable.
The 3 LED's (Num Lock, Caps Lock, Scroll Lock) are used by Dell to diagnose no-post issues such as yours. The only error code close to yours is [Num Lock ON, Caps Lock FLASHING, Scroll Lock ON]. This indicates a a memory error. Try reseating the memory modules. If you have 2 memory modules, insert one at a time to determine the faulty module.
I have one that does that periodically. Probably not the highest tech solution but I give the keyboard a robust slap just to the right of centre & this always does the trick. (Originally tried re-seating memory and CPU to no avail and in frustration gave it a slap & it worked!)
