delete your previous installation of google chrome, go to start..
programs and features...
locate google chrome.. uninstall it and tremove all traces of it...
use internet explorer and download a fresh copy of Chrome,
that should do it.
if you have cable internet and you want both of your laptops online all time you could buy a wireless router [dlink dir-615 for example], connect it into ethernet source and voila both laps online trough wifi

try to ping websites. start>run>cmd> ping aim.com if it has replies it means you have an internet connection, if no replies you are not connected to internet. Now if it has replies and you cannot browse using IE then try to reinstall IE.
Probably a chipset issue, try getting DriverCure or DriverDetective if your internet works at all, or you could simply reformat the hard drive with a new operating system. Leave more info on the comments and I'll try to help you out
I'm sorry, but are you saying the cd won't run, or the cd is saying that you can't use aapt? Please clarify.
Toshibas have a manual on/off switch for their wireless module also,which will of course need to be in the "on" position to work.
