I found this answer at Howard Forums from a user named JHDreamer
1) Power up device and when prompted to enter password enter 1234
2) Press end key twice at the password error screen
3) Enter dial pad screen
4) Type in *1673492846 then press down on the D-pad
5) Select menu option 8, 1 , 1.
6) Let device reset and your done =]

1. Connect the phone with a serial connection such as NSPro box.
2. Using CDMAWS read the following addresses:
T469/559 - read 0x023C0000-023D0000
A887 - read 0x02570000-02580000
3. Find the lock code in the bin around the string "36245"
Im on my 3rd of 4th piece of **** tap phone. They keep locking up and I lose the ability to navigate. Can't erase messages, pics, videos, or dial numbers. AVOID THE TAP! It will lock up on you and leave you in a bind!

I forgot my password for at-mobile tap
Tap the "Start" button, followed by
"Settings."
Tap "Security" or "Personal
tab," followed by "Device Lock" or "Lock."
Enter your
existing password when prompted.
Enter the default password in the
"Password" box. Refer to your phone's user's manual to retrieve the
default code. The most common default codes are "1234,"
"0000" or the last four digits of your cell phone number.
Re-enter the default password again to confirm
your entry, and then create a hint to help you retrieve the password in the
future in case you forget it.
Tap the "OK" button to complete
the process.
Hard Reset
Tap the
"Start" button, followed by "Settings."
Tap "Security"
and click the "System" tab.
Locate and click
"Clear Storage."
Enter the security code
when prompted.
Tap "OK" to
confirm your decision to perform a hard reset. Wait for the phone to restart.
