My Bissell carpet cleaner model #1697-W will not dispense the cleaning solution and will not **** the water back up--also need to know how you get to the belt on the machine?

The drive belt for the pump is located under a cover on the front right side as you look for the front of the machine. Just lift it up and the belt will be obvious. If it is not sucking then make sure that the dirty water tank is empty and that all the filters are clean and the front of the machine is not clogged with fibres, dirt or hair. Also check pre and post motor filters and clean them if required. Then check the mix control is working OK to allow fluid to flow out of the machine and not switched off. Bissell's are simple machines.
