Hello there is a simple solution to this error, You will need to disable the media server. here is instructions on how to do this.
Firstly go to your PlayStation main menu, Under settings scroll to the bottom. You will see internet connection settings, scroll down and you will see media server. Simply disable it, complete your download and enable it again.

look and make sure the wii has the correct dns server if not correct it(type "IPCONFIG/ALL" into the command box to see the dns server it should have), and if that doesn't work try to disable your firewall when its connecting.
DNS means Domain Name Server and your problem is obviously a connection problem. it could be any of several things. go to network settings and make sure everything is set as it should be then do the internet connection test. is it wired connection or wireless? try connecting ethernet cable just to make sure it isnt service provider related.
ok solution: click inafacture mode in network settings. new connection > scan > now look for internet wchich has no security > choose it > then click left arrow > then choose easy and go to the save settings, save,test connection. IT WILL SAY YOUR INFO AT THE END AND THEN YOU CLICK CIRCLE GO TO INTERNET BROWSER AND ENJOY IF SOMETHING GOES WRONG TRY AGAIN IN DIFFERENT PLACES. it should work. enjoy internet
