Avaya Partner 18D Button phone:
Two possible solutions,
First, could have a bad handset cord.
Second, I have come across a bad handset connection ports on the Euro style phones. The handset cord and the port just don't mesh well or the port itself is bad.

Press the END button to exit or erase the message. Press Menu/Select. Scroll uo or down to find Register Base. Select the option, select it and put the handset in the charging cradle of the base. A confirmation beep will sound.

Press Feature 00 (zero, zero) from station 10 or 11. Press left intercom button twice, press #103, and then enter time in military format (24 hr). Press feature 00 again. This is all done with the handset down.

Also check the widget that holds the handset in place when the phone is wall mounted. I just encountered this problem, and it turned out that widget was installed upside down, and was preventing the hook switch from disengaging completely.
