First, you need to log-on to your mail server and verify if there are some filters that might cause the problem. If the Web mail server is free from any filters, then what you can do is to delete your e-mail account from Outlook 2003 and re-create it.
Re-creating the account would delete any existing filters and rules. That should fix the problem.
