the upper element only comes on when you broil or clean with selfcleaner. the bottom comes on when you are baking, it sounds like your bottom element is bad.

On my Maytag Gemini MGR6875 the flames on the burners are too high on high and go out on low.

If you haven't changed the stove regulator to natural gas this could be your problem. If you are not comfortable with making this adjustment pleaee check with your gas company or a licensed appliance service person to do the work it should take just a few minutes.

have the repair man replace the ignitor, or DIY....

The gas is not the problem... the ignitor is...
The gas is building up in there before it ignites because the ignitor is not working properly...
Replace the igniotr and the problem will go away..

Keeps tripping circuit breaker everytime on plug the power cord in

2 common, possible problems. 1 - there is a "short" in the plug - easy fix - replace either the cord or plug - not expensive. 2 - bad control board - not so easy, not so cheap. Is it brand new, used? Also, it could be a bad "internal breaker" - not easy!
