Well it sounds like it's an old pc, is this correct? if it sounds like the fan then it could also be your power supply making that noise.. i would assume your power supply might be going bad..
if you happen to have recovery discs, then this should help.. will the eject button work on the cd rom? i woud shut it down completely, unplug an gadgets and only plug in the mouse, monitor and keyboard b4 you reboot and see if that helps.. chances are it's one of 2 things: fan or power supply.. let me know how it goes and if you are able to resolve your issue.. hope i was able to help..d

if it's within a year that you purchased it, you can contact your tech support for your particular brand of pc.. it sounds like a hardware so usually there is a year on hardware for warranty when you buy one.. hopefully they can assist with no charge..

My emachine d3123 keeps freezing after start-up when downloading updates. how do I fix this?

Some clarification is needed here. Are you getting an error message or a blue screen? Can you move the mouse at all after it "freezes" ? What exactly is updating?

The simple solution is to disable automatic updates for whatever is trying to update.

Cant boot my emachine 2984

Did you check the CMOS battery and the CPU fan. Those are two things that if aren't working the way they should be, then some computers will not boot up. Try this first then post a response if you still can't get it working.
