The one I had has two pins one for turn on and on for turn off, the directions were on the back of the timer but I was lacking a PM pin. Just decided to invest a few bucks into a new digital timer.

Timer is not 100% identified.
Add a comment with in-focus photo of timer posted on flickr.

My records show that First Alert TM241 is 24-hour plug-in analog timer with plastic segments located around edge of dial. Use finger to pull up the segments.

How to program residential timer mod no 49750/tm261a

49750 sounds like a Woods timer number, but I can't identify for sure
Woods makes timers for many other brands that are sold under different numbers
http://waterheatertimer.org/Woods-timers-and-manuals.html

Amazon shows First Alert tm261 random vacation timer
http://www.amazon.com/First-Alert-Tm261-7-Day-Vacation/dp/B000P6W4OE
If this is not your timer, then add a comment.

First Alert tm261 random vacation timer is similar to GE 15151 shown on following page.
GE 15151 has a manual
First Alert appears just below GE 15151
http://waterheatertimer.org/GE-timers-and-manuals.html#vacation

A vacation timer cannot be programmed.
Look closely at outer edge of dial and see that dial has small plastic protrusions that stick out.
These protrusions are trippers that cause timer to turn lights on-off at random times so home looks occupied when on vacation.

First Alert timers have prefix numbers and look similar to Woods promotional timers.
http://waterheatertimer.org/Woods-timers-and-manuals.html

Searching First Alert site turns up no timers, which makes me think they have a timer packaged for them. Why they select promotional timers probably reflects need for retail price point. Searching for your model number turns up no on-line sellers, but does turn up fixya problems about First Alert timers ... which may be why you're here on promise of manuals and repairs.
http://www.firstalert.com/

Woods makes a top-line 2-pack 24-hour timer that sells on Amazon:
These timers have 2-prong outlet, and they will NOT fall apart.
http://www.amazon.com/59419-Appliance-2-Prong-Outlet-24-Hour/dp/B002Y1KZHQ

Amazon sells single-pack timers with 3-prong outlet: for 24-hour and 7-day
http://www.amazon.com/Woods-59201-Appliance-Grounded-3-Prong/dp/B001Q9EFTQ
http://www.amazon.com/Woods-59202-Vacation-Security-Appliance/dp/B001Q9EFT6

That being said, I've tested these timers.
Except for some brands of box-type timers, timers today are one-piece apparatus that have no repair parts. Bust it and throw it away.
Plug-in wall timers are not supposed to fall apart, or even come apart.
It sounds like first timer out of package is defective.
Sorry for the loss, and frankly I am going to contact First Alert and ask why they don't support their timer customers with manuals and information.

Pointer is stuck at 9:00; difficulty setting accurate on/off time

i've lost the user manual, but i would try the following:
1.) this might sound like an obvious point (maybe not), but you can turn the dial clockwise so that the "current time" arrow is on the current time.
2.) i'm not sure, but it's possible that this device functions best when it DOES NOT share a single outlet.
3.) i don't believe this device functions correctly while plugged into an extension cord.
