There could be a couple reasons for this.
1) You might not have data or it is locked. MMS requires data to send and receive pics. Even if you have free mms messaging you might have a data block on your line.
2) If you are using a unlocked phone or its from a different carrier your mobile network mms settings might need to be set. Normal text messaging does not require any any special settings but mms does.
I would contact your service provider or a tech that van check your APN settings for your mms to work. Hope this helpsm:)
MMS is one of the feature of the mobile service that you have. You are using smart for your mobile service,right? There are settings on the phone that should be taken cared of for you to have access with other services. MMS is one of them. Once MMS setting is not yet set on your phone,once someone sent you MMS, you will not be able to retrieve it nor open it for your MMS settings were not yet installed,it seems not activated. You need to call smart for them to send you the settings. Once you recieved the settings via sms,just save it. For you to check if its working for sending and recieving,just send an MMS to your own number.

you need to configure the mms settings from your internet menu... but you need the right configuration from your network provider to the settings..
to give you an idea, here's how you may do it..
from your phone, press menu
select browser profiles to lead you to internet profile settings..
from your settings, press create.
then create the mms profile your network preferred.
once created, press save and exit the settings for internet profiles..
to make the mms profiles be the default settings for your mms, do thes steps...
from your phone, press menu
select phone applications
from multimedia menu, select profiles
assign the mms profiles you created for your multimedia.
press save and exit the setup...
now to check if it's working, try sending a multimedia message to your own number to check if your phone can send and receive mms. once you successfully send it and received it, it means that your phone mms is already set and working...
Usually, mms has settings like gprs. Therefore these settings needs to be set on your phone by your Internet service provider, on request.
In my country, mms and gprs phone setting are usually sent automatically by internet service providers immediately you insert your sim card into a phone that has mms & gprs. And these internet service providers are also the network providers.
For instance, if your network provider is Zain, MMS & GPRS settings must be from Zain because that's the network you are using. These settings are as follows: IP Adress (eg. 172.018.254.005), homepage (e.g wap.uk.zain.com), port (1902) and so on....
So check if the above are intact on your phone as this is the only thing that can make your mms work.
Go to message, under message, look out for mms settings and you will see what I am talking about.

you only have to set up server one.......and can set the timeout to 90 secs .....
power your phone off then back on after setting this connection as default

then click save. This will allow the t-zone to work on your browser. Next, to set up your MMS settings, do the following: Menu->Messaging->Message Settings->Multimedia Message->Message Center->Options->New
You need to get the Settings for Internet/Wap and MMS from your Network Service Provider. These settings are usually sent as a text msg. When you receive the msg. choose save or install on your phone. Or get the settings directly from their website. The MMS service doesn’t always work between networks.
You don't need to go into setting it up manually yourself, it's all automated.
