Try going to hoover.com and either email them or there is a number that you can call, this is hoover direct, so someone there should be able to help you. Have your model and serial numbers and purchase date handy in case they ask. It also has a 2 year warranty on it. So if you bought it in the fall of 2006, then you have until the fall of 2008. I would take it to an warranty servicer and get it repaired before the warranty runs out.

Take off the bottom plate covering the brush roll, 4 screws. There are 2 belts, if you replace both, put the V belt on 1st, then stretch the flat belt over the motor shaft, then over the bigger pulley along side the V belt.

1. You have to lay it on its front so you can unscrew the two screws in the underside (these are on the plastic panel covering the brush). There are also two holes for you to use a screwdriver in right next to each screwhole. Lever the plastic tabs in the direction indicated next to the holes (I think it is towards the motor). This case should then click up and away N.B. There are 3 tabs fixed into the cover on the front edge of the vacuum head. Be sure you don't snap these off.
2. You then need to use the foot pedal at the back of the vacuum to lay it flat and using a flat bladed screwdriver lever the top cover of the head away from the frame on the two back side corners and across the front of the head. The top case should now be able to come off.
3. The belt should now be able to slip off the motor spindle and off the brush.
Repeat the procedure in reverse once the new belt is on.

The brush system on this model has a poor engineering design in that the brushes are running off an air turbine, which uses a steel bushing to spin the turbine which gets rusty from the moisture when the machine is being used. No long term solver. I would replace the machine with a Dirt Devil Platinum Force model

I took the top of the vacuum apart and found the cable that drives the wheels was broken. I am going to order a new cable.
