There are several reasons why there's no picture. It could be the video card, monitor cable or it could be the monitor itself.
Try connecting the monitor into a known working computer to make isolate the problem. If the monitor works on another PC, then the problem could be your video card.
But if the same problem occur while on another computer, try replacing the monitor cable. If that did not help, then the panel could be shot. We cannot say that it's the power supply board because there's a power. So it could be the panel itself.
