The power is probably not getting to the timer. Trace the wires inside the back of the machine. Verify that the wires are NOT MELTED where they connect to the machine.
If that is OK (not melted, looks good), then get yourself a DVM (Digital Volt Meter) They start at around $20, and the cheapest one will work fine.
Check the resistance across the power plug (unplug it from the mains first or you will blow out the meter).
