Question about Panasonic Toughbook 19 Laptop Convertible Tablet
I suggest you get a refund, if you can, or get a new keyboard. If you've had a keyboard for a long time, chances are that will happen.
I am not responsible for any damage done.
If you have any problems I am more than happy to arrange a live confrence call.

You could map that FN key to another unused key in Windows such as use the "[" or "]" key mapped as FN. Requires DOTNET Framework 2.0 to operate.
if no joy try it in safe mode
restart you computer tap the f8 key repeatedly to enter safe mode where the only things working will be your keyboard and mouse allowing you an attempt to repair your computer
If done properly the user should get to a screen similar to the below screen.
Select the option for Safe mode command prompt only
Windows Advanced Options Menu
Please select an option:
Safe Mode with Networking
Safe Mode with Command Prompt
Enable Boot Logging
Enable VGA mode
Last Known Good Configuration (your most recent settings that worked)
Directory Services Restore Mode (Windows domain controllers only)
Start Windows Normally
Return to OS Choices Menu
Use the up and down arrow keys to move the highlight to your choice.
select safe mode
restart your computer press and hold the delete or f2 key to enter BIOS using the arrow keys load failsafe defaults or load optimized defaults press escape then press f10 to save to cmos to restart
hope this helps
