After turning on the computer it boots to the desktop and then goes blank but still has the backlight on. In safe mode it will stay on the entire time.

Hi, you are lucky you can access safe mode. now in safe mode, go to device manager by right clicking on my computer icon and selecting manage. then select device manager. select the VGA from the list by the right and right click then select uninstall. restart system , it will boot into normal mode
Try reloading the Operating system When you on it then Press F11 for factory setting reset and then follow instructions and you are through but remember is going to clean all you have in it first
Try start up in Safe Mode press F8. Choose Safe Mode, when at the choice window, to select either Safe Mode Desktop, OR System Restore, chooses system restore and choose a time before you had the "Problem" and follow instructions. This should get you back.
Check to see if this problem follows in safe mode. Reboot and when the Dell splash screen comes up tap F8 until you see the multiboot options. Scroll to "safe Mode with Networking" let the machine boot up and see if you have a screen. If you do, right click on the desktop and set the resolution to 800 X600 and reboot normally. Usually when a screen goes blank in normal mode but shows up in safe mode means you have an incompatible resolution for the monitor or graphics adapter. This may be a driver issue or hardware.
