If the buttons are broken they need to be replaced, I supose apple can do this. Contact apple, your dealer or a local professional.
But to make sure they really are broke
Start with these five simple solutions: Reset, retry, restart, reinstall, or restore
If your unable to perform a reset then most likely they really are broken.
