This is a hard drive issue or windows have corrupt files, if you have the installation disc try and reload the operational system, if no change! have the hardware checked out at a computer repair store.

have you try scaned your laptop for any possible viruses?. One of the cause if their are no virus occur are your hardware parts inside of your laptop, their is a possible that your videocard failed to load a graphics, if that's the case better to send your laptop to technical person inorder for you to prevent further damage of your laptop. Tips better to back up your files before sending out to technical person for safe keeping. Thanks hope it helps.

When turning on the laptop it goes to the Dell screen and stops with the "loading bar" at about 75%. When I push F12 it says "preparing one time boot menu" but goes no farther to choose...

This is your BIOS ( Basic Input Output System) screen. Before the computer loads the Operating system it checks to see if all the devices are there and ready. If the laptop hangs at that point, you might have a problem with your hard drive or CD/DVD drive. Try removing the drives and see if you get past that screen. Compaq C751nr Laptop won't go past the Microsoft loading bar.

Ok do this because in technical terms your Boot Record is corrupted and it happens but no big deal you can fix it...put your Windows CD into your computer. Allow it to run, it will look like it is loading but it really isn't. Just allow it run for 5 or 6 minutes and it will stop and ask you to either 1)complete install or 2)repair comupter. Click on "repair computer". This will fix your boot record and it will work as usual.
