I plugged in the phone and the arrows to the phone lines flash and it blinks on the message light the blinks on the microphone light. Does this phone have to be programed for start up? I have no manual and the phone is refurbished.

I found a manual on the internet. It says

Press a [DN} + #652 with the handset on-hook
Enter the time (HHMMSS) in the 24-hour clock format
Press Redial
Press Spkr

For the date, it is #651.
