Look at the "back" of the device.
You'll see 40 pins (2 rows of 20 pins), 6 pins (2 rows of 3 pins), and 1 row of 4 pins.
The 40-pins is the "data" connection -- note that there is a "notch" centered in the plastic above the pins -- to ensure that the ribbon-cable can only be connected the _correct_ way.
The 4-pins is the "power" connection, note that 2 corners are beveled, again to ensure that the power-connector only fits in the _correct_ way.
The 6-pins are labelled: MA(ster) & SL(ave) & C(able)S(elect).
Move the small jumper to the 2 'CS' pins.
With the computer turned-off, connect the "data" and "power" cables.
Windows should "detect" this "new hardware", without needing a CD, and fully install the device.

I think that Teac DV-28e Is a CD/DVD-ROM only, and will not burn discs. Teac DW-28e is a CD RW/ DVD ROM unit, and will thus play and burn CDs, but will only play DVDs. Check your model numbers to confirm, and then consider exchanging units if you need to burn CDs.

Tips for a great answer:
Start, Run, and type regedit and press
Click on the plus signs (+) next to the following folders
is the DVD/CD-ROM Drive Class Description in the registry. Look for any of the
following names in the right hand column.
If any of the above keys shown in step
4 are listed, right-click on them and choose Delete
After deleting the keys, close the registry editor
Reboot your computer
Open My Computer and check to see if your CD or DVD drives have returned. You may also want to open Device Manager and verify that the yellow exclamation and error code on the CD or DVD drive is gone. or
you might have to physically unplug the leads for this cd/dvd then plug them back this should activate the found new hardware wizard or
you might have to uninstall then restart your computer then reinstall your DVD/CD then reinstall the driver for this device
if your computer came with a motherboard disk the drivers could be on it
click start control panel administrive tools computer management device manager scroll down cd dvdrom drives if you see a yellow question or exclamation mark?! or a red x right click you will need to update the driver or
select properties general troubleshoot, select driver click to reinstall drivers click update driver
