Question about Hoover SteamVac Carpet/Upholstery Deep Cleaner Vacuum

The part that the tank sits on, there is a round rubber seal(#40), is it in place? One of the rods in the handle asm. may be holding the Reservoir Assem.(39) down letting the water flow.
Is the valve at the bottom of the bottom ok and not stuck, oush in and let out, if it is moving up and down then it is ok.
